GOSC has provided technical comment to UK DEFRA (UK Department for Environment, Food and Rural Affairs) who are considering whether to add DOTE (CAS 15571-58-1) and DOTE/MOTE reaction mix to the UK REACH Authorisation List. GOSC explained that DOTE is used exclusively as a PVC heat stabiliser and that the EU authorisation process resulted in site-specific risk controls and partial substitution - not a complete market-wide replacement.
Alternatives, including MOTE (CAS No. 27107-89-7), methyltin stabilisers and metal carboxylates, have technical, supply-chain, handling and investment limitations. GOSC continues to support proportionate occupational safety controls, including workplace exposure limits, as the most effective way to manage organotin risks while maintaining reliable PVC production for users across the PVC value chain.
